Terms of Reference

The Wellbeing Committee of Elham Parish Council consists of a minimum of 2 Councillors, members of partnering and outside organisations and members of the public. The quorum of the committee shall be a minimum of 1 of all those entitled to attend.
Objectives:
- To work with partnering organisations to improve wellbeing outcomes for the community ie The Elham Wellbeing Group, Elham Residents Association, Play for Elham.
- To work with outside organisations to improve wellbeing outcomes for the community ie Community Wardens, Age UK, Dementia Friends and Sanctuary Housing.
- To liaise with educational establishments and youth organisations in the interest of the young people of the Parish.
- To arrange and support events which support wellbeing outcomes.
- The Committee is authorised to establish working groups to assist in its work.
- To put forward to Full Council proposals for any proposed expenditure.
Terms and Conditions of Council and Committees
Matters to be resolved only by a Full Council
- Issuing precept
- Borrowing money
- Approving the end of year Accounts and Annual Return
- Incurring expenditure over and above the Councils approved budget.
- Amending Standing Orders and Financial Regulation.
- The number of Committees, and the names and number of Members appointed on each Committee.
- Determining the functions and constitution of Committees and sub-committees.
- Fixing the dates of routine meetings of The Council and its Committees.
- Filing of Member vacancies on any Committees or Council.
- Appointing or nominating persons to fill vacancies on outside bodies.
- Confirming the appointment of and dismissing of the Parish Clerk.
- No Committee or sub-committee, apart from the Staffing Committee, have the power to incur expenditure without the approval of Full Council.
Meetings
In liaison with the Parish Clerk, the Committee Cllr has the authority to cancel or postpone a meeting owing to the lack of business or in an emergency.
Safeguards
- Matters delegated to a committee may be referred to full Council at the request (written or verbal) of two Members of the Council prior to the resolution of the matter.
- In accordance with Standing Order 7a the Council may, under specified conditions, reverse a committee (or Council) decision within 6 months.
